This feature allows authors to submit their listings in a pending status. So it won’t be published or published by admin. Then he will finish it before the admin publishes it.
To use it, you (administrator) have to edit listing type post to add SAVE AS PENDING field to submit listing page
Then authors can select it from submit/edit listing page
When the option is selected by the author, a message will be displayed inside the back-end editing screen of the listing so that administrators will not publish the listing.
